REGISTRATION

Registration is a preliminary step in becoming a substitute in Clackamas County. Registration and your yellow card are good through the expiration of your TSPC license. You do not have to re-register until your TSPC license expires. If you simply need a replacement yellow card (i.e., if you lost your card), please request it by email to hrsub@clackesd.k12.or.us.

Please note: registration does NOT equal employment. You are still required to apply at the districts where you want to sub. Click here for information about applying with our school districts.

How to register for the first time

To register for the first time, send to the ESD a completed substitute teacher registration packet, including:

  • Substitute Teacher Registration Form
  • Substitute Teacher Educational Employment History or resume
  • Disclosure Release forms for whichever of the following is greater: your most recent three educational employers, or all of your educational employers from the past school year and the current school year. Certified/licensed and classified positions apply, but not unpaid positions like student teaching. Complete these through your signature, then send them to the ESD. The ESD will send them to your former employers.
  • Documentation of your licensure: a copy of both sides of your valid Oregon Teaching License issued by the Teacher Standards and Practices Commission, or a copy of your email from TSPC confirming licensure and providing your certificate number, or a printout of your license "Image" from your TSPC account page (the account page itself does NOT suffice)

Mail to Clackamas ESD, Attn: Substitute Registry, 13455 SE 97th Ave, Clackamas, OR, 97015. Or, email to hrsub@clackesd.k12.or.us.

After you register, the ESD will mail a yellow substitute teacher registry card to your home address within 10 business days. Remember to also complete the TRAINING.

 

How to register your renewed license

If you are already registered with the ESD and have renewed your TSPC license, please send to the ESD the following:

  • Substitute Teacher Registration Form
  • Documentation of your renewed licensure: a copy of both sides of your valid Oregon Teaching License issued by the Teacher Standards and Practices Commission or a copy of your email from TSPC confirming licensure or a printout of your license "Image" from your TSPC account page
  • If you intend to apply with districts for which you have not previously worked, also send Disclosure Release forms as described above. If you provided releases at your previous registration, you do not need to provide second releases for the same employers, only for new employers.

TRAINING - Annual Required Training

Oregon law requires school district and ESD employees, including substitute teachers, to participate in annual training as follows:

1. Sexual Misconduct - Staff to Student (HB 2062)

2. Child Abuse Identification & Prevention

3. Bloodborne Pathogens

4. Sexual Harassment

You must provide a copy of your training transcript upon application with a school district, and each year to the district(s) for which you substitute.

This on-line training is available to teachers who are or plan to be substitutes in Clackamas County school districts. Each substitute teacher will pay a $10 processing and enrollment fee.

PLEASE NOTE that for most of our districts, training is valid during the school year in which you take it. You may wish to confirm that you will be hired before proceeding with payment and training, especially late in the school year.

You will receive an emailed receipt after submitting payment. Then, within seven business days, you will receive a second email with your login/password information to complete the online training.

 

PROFESSIONAL DEVELOPMENT (PDU) VERIFICATION

Clackamas ESD is one of five ESDs verifying professional development activites for the purpose of license renewal for educators working less than half-time, substituting, or currently not working in an Oregon school district or charter school. PDU Verification is not a step in the registration process for Clackamas County subs.

If you have not already done so, start with this link:

You will provide some demographic information and pay a $25 processing fee. Once you've done that, you will receive an email* instructing you where to send your materials. The ESDs are randomly assigned; your location or employment history are not factors in assignment.

*This message may have been "filtered out" by your email service. You may need to look in other email folders.

If you were instructed to send your required documents to Clackamas ESD, send us:

  • your Log of Professional Development Activities
  • a copy of the email instructing you to send documents to us
  • your activity documentation* (may include copies of transcripts, certificates, verification on letterhead; must show dates and credits or "seat time")

*When you are using college credit for professional development, you must send us an official transcript. Other than that, we can accept originals or copies. Please keep a set of your documentation for your own file.

The ESD will send your verification directly to TSPC.

Professional development requirements vary by type of license and, during the PDU Phase-In, also vary by expiration date. Click here for information about professional development requirements from TSPC. This webpage also lists "Helpful links to find PDUs" (scroll to the bottom).

PDUs must be completed during the life of the license you are renewing.

Activities must fall within one of the seven "standards" ("domains" on the Activity Log) specified in OAR 584-090-0110 in order to earn credit. Click here for descriptions of the seven standards.
