Substitute Teacher Registration

In order to substitute teach in Clackamas County, you must register your teaching license with the ESD. Registration is available at our Sunnybrook Campus at 13455 SE 97th Ave, Clackamas, from 8:00am - 4:00 pm, Monday-Friday except for holidays. To register, you will be asked to provide a valid, original Oregon Teaching License, or a Temporary License from the Teacher Standards and Practices Commission.

When you register you will complete a brief application that will ask for your teaching preferences such as subject areas, grade levels, and school districts. You will receive a yellow substitute teacher registry card, and then must visit each of the school districts you have selected to complete the activation process.

When you visit each school district you will be asked to have identification. The most commonly accepted documents that establish your identity and employment eligibility are:

US Passport (current or expired), OR
Driver's License and Social Security Card, OR
Other documents -- see List C of the I-9 form available at the U.S. Citizenship and Immigration website (clicking this link will take you out of the ESD's website).
