How to register your renewed teaching license

If you are currently registered with the ESD and have renewed your teaching license, please mail the following to the ESD (address HERE)

  • Substitute Teacher Registration Form
  • A copy of the front and back of your TSPC license or a copy of the email from TSPC verifying your final licensure. This email should contain your Certificate number, which is not the same as your TSPC Account Number.

After you register, the ESD will mail a yellow substitute teacher registry card to your home address.

How to re-register for the current school year

There is no need to re-register with the ESD each school year. See below for information on annual training.

Substitute Teacher Registration Form

  • Complete the form online.
  • Print the form. (Acrobat Reader does not support saving a completed form.)
  • Sign the form.

Child Abuse - Sexual Conduct Background Check

  • Complete the Substitute Teacher Educational Employment History Form online. (If you have a resume that shows all current and previous employers who are educational providers, the city and state where each employer is located, and the dates of employment in each position, you may attach the resume in lieu of the form.)
  • Print the employment history form and attach it (or a resume) to your Substitute Teacher Registration Form.
  • Complete the employer mailing address and applicant information sections of the Disclosure Release forms for each of your three most recent employers who are educational providers. If you worked for more than three employers who were educational providers this past school year, complete a release form for all of them. Print, sign, and date the authorization statement. Do not send this to your employers; send it to us with your registration materials.

After you register, the ESD will mail a yellow substitute teacher registry card to your home address. Please allow up to ten business days for processing.

You must then apply to substitute teach in each Clackamas County public school district in which you want to substitute. Information about each district's application requirements may be found at Clackamas County School Districts' Substitute Teacher Information.

Annual Training for 2012-2013 School Year

Oregon law requires school district and ESD employees, including substitute teachers, to participate in annual training as follows:

  • Sexual Misconduct - Staff to Student (HB 2062)
  • Child Abuse Identification & Prevention
  • Bloodborne Pathogens
  • Sexual Harassment

Individuals who want to work as substitute teachers in any Clackamas County school district must complete the required training by September 30 or within 30 days of registering to substitute.

You must provide a copy of your training transcript to each district for which you substitute.

This on-line training is available to teachers who substitute teach in Clackamas County school districts. Each substitute teacher will pay a $10 processing and enrollment fee.

To enroll, complete the Required Training Enrollment Form, print the form, and mail it to the ESD or fax it to 503-675-4200. You may also call our secure training line and leave payment information at 503-675-4005. Once payment is processed, you will receive within seven business days an email with your login/password information to complete the online training.
